In the meantime here’s a promising discussion which says much of what I’d say (if not more).

    I find the discussions on form miss what to me is one of the most important parts of this piece.
    I find bars 16 – 27 should be considered as part of the 2nd theme that begins at bar 28. Although it could be considered a transition I find the motive of three ascending chords, used over three tonal areas are but a suggestion of the “big theme” that is to come at bar 28. It develops naturally out of the elements of the buildup starting at bar 16. Perhaps I am arguing semantics here but the abrupt change of tonal center, the increase in rhythmic activity and the previously mentioned ascending motive make this section hardly “transitional”.
